If you have a toilet with a ballcock, throw it away.  The same goes for a toilet with a flapper.  Last do not retro-fit an old toilet to work like a dual flush toilet as that older toilet is not designed to operate on a lower water volume. 

Just go buy a new Caroma Dual Flush toilet.  Caroma invented the dual flush toilet and they make more water conserving toilets than any other manufacturer.  Also, they are the only toilet that can flush down a baseball.</description>
